State Fair is growing at a moment when Missouri is placing greater emphasis on student outcomes and performance. That makes the technology, data, and operating capacity beneath those outcomes increasingly important. The College’s information systems services arrangement with Ellucian has been in its current form since 2017, giving State Fair something institutions often lack: time to evaluate the model deliberately before the next decision point.

Three things caught our attention.

1. Outcomes are becoming more important, and the operating model helps determine whether the College can act on them. State Fair already measures student achievement. The question is whether the data, reporting, processes, and support model behind those measures give leadership timely enough insight to improve outcomes rather than simply report them.
2. The College has both internal technology capacity and an external services model. That can be a strong structure when responsibilities are clear. An independent view can help clarify where internal teams, external support, and functional offices intersect — and whether the current division of responsibility still makes sense.
3. A model in place since 2017 deserves to be tested against today’s institution. Longevity is not a fault. But strategic priorities, technology, student expectations, and state policy have changed. The useful question is whether the operating model has evolved with them.

2. The current information-systems services model has a long operating history. That creates enough evidence to evaluate what is working, where responsibilities sit, and what may need to evolve.
3. The next contract decision is not immediate. That is an advantage: State Fair can evaluate the model while there is still room to act on what it learns.

This is a useful moment to step back because the evaluation is most valuable while important choices are still open — before the next operating model becomes the default.
